hello, wanted to ask if there is some filter or specialized tool some plug-in to convert a 2d image in photoshop into a basic maybe of a kind primitive 3d model consisting of dots like chain like it is shown in terminator's eyes*))

You could buy maya, or adobe dimensions. I think both of those programs do that
