yearbook photo into drawing

Hi,

I am trying to convert my wife's
yearbook photo into a drawing(just outline
features).

I scanned it and have a larger image to
work with. Unfortunately, it has the dithering/half
tone pattern.

I tried using the Filters/Smart Blur(edges High),
seems that only works with regular photos.

any suggestions on how to do this besides
sketching out the photo? I use a mouse so that is
pretty difficult to draw with.

To help (not cure) the halftone pattern, scan the picture multiple times changing the angle of the scan each time (rotate it through multiple degrees 45 - 90 etc). Make a composite of the scans in PS, hopefully this will reduce much of the halftone.
