Filter > Disort > Twirl....

Dont know if its that your looking for, but glad to help..

I think that must use Filter > Disort > polar coordinate
Filter > Disort >Twirl....
but I can't sure it

I messed with it a bit and I think null2001 is on the right track. I added some perspective transforming to it and almost got the results of your image you posted.

when I apply the effect, My spheres also get twirled, how can I avoid that.
