making glass effect

how can u make an object transparent, for example lets say i have a picture as the background and how would i add a rectangle over the picture so i could see through the rectangle and still see the entire picture, but it would be a color, like looking through colored glass

Just make a new layer on top with the color you want, then reduce the opacity.
