how do i add an outline to text?

easiest way I know:
outerglow Layer effect/style
adjust it to get what you like.

another pretty fast way:
load text as a selection >Edit>Fill (with outline color)
>Select>modify>contract (setting of 1 for thin outline)
>Edit>Fill (with text color)

Double click the text layer to get your layer style pallete and then use the stroke option, :]
