dirt/scratch/rust filter?

Does anybody know of a filter, or manual technique that I could use to achieve something (doesn't have to be quite as good as the example...) like
http://63.147.238.104/desktops/009_1024.jpg ?
Something like this:

would be close enough for my needs, but I was wondering if anybody knew of a freeware plugin, or a tutorial on this?

don't waste money on a plug-in (if they make those), just get some random texture brushes or a photo or two and play with your layer blending.

it's very simple. you have to use brushes, pencil (like here for ex.
http://veredgf.fredfarm.com/vbrush/es_spcl.html -grunge, just for download it you have to sign up).

And see also this tutor:

And you have to know how to create crackle.
i can not to find now but i've seen tutor about "crackle" - try find it with google. Sorry, can not describe my technique, i use french version of Photoshop.
