Window Blind Effect.

I was just curious as to if there is a way to make a window blind effect like you can in Paint Shop Pro. The effect adds horizontal lines to an image giving it a digital look. For an example check this out. sorry for the chick on the side of the image, its the only one i could find and it was on a different forum.
