Does anybody know how to make an ink splat??

look for tutorials on blood splats and adept it to suit your needs or look for custom brushes of ink splat.

In the Pen Tool (at least for PS 7), there are some symbols/graphics presets and you can select the blob preset from there. You gotta draw it using the Channels palette though.

If you have a scanner, make some real ink splats on a piece of paper and scan it.

I don't have a scanner so I would either find a picture with splats or make one with the pen tool. It also depends on if you want a realistic one or more cartoony.
