what is a good way to design a 2d gear in photoshop?

Google search results for string "photoshop, tutorial, gears".

I strongly suggest spending the time to create it using paths, then save it as a Custom Shape. That way you'll be able to resize it and reuse it at any time, with no loss of quality. Plus you'll more easily be able to enhance the finished look...rusty, embossed, brass, gold, silver, steel, brushed...the possibilities are endless.
