I would just take a color and paint a block with it. Then open up the color palatte and move the brightness up and down to get lighter and darker versions of that color. Then I'd just paint more blocks with those colors. If you want a gradient, I would move the color sliders close together so there isn't any gradual change between the colors.

I would make a selection, and fill it. Then copy the layer, and CTRL+U -> make the brightness up/down. Then copy the layer again, and hit CTRL+ALT+U, copy layer, CTRL+ALT+U....and so on. CTRL+ALT+U does what it did the last time. |

Do you want gradient blocks (that butt up against eachother) or gradually lighter lines that are separated by some space? I can think of a few easy ways to do either one. |

Try the following as an example...tweak to fit your needs. New document...1 X 10 inches. Fill with a Black---»White gradient from top to bottom. Hold the shift key to keep the gradient on axis. Go to Filter---»Pixelate...Mosaic... Move the slider, keeping an eye on your image while changing the cell size. |
