By learning how to use Photoshop well enough to make it do anything you can imagine, that's how.

Might only take you a couple years if you study real hard and practice a lot.

Picture of skull. Lots of simple random abstract shapes. Motion blur filter. Wave filter. Chrome filter. Radial blur filter. Layer blending modes such as screen and overlay. Some contemporary font.

Throw it all together and you will get that image.
