moire removal

Is there a way either in the scanning process or with photoshop to remove the moire effect?

to remove?.... well not really
you can help it a little by adjusting the angle at which you scan the image.... i.e. insteaqd of putting the image straight on the scanner tilt it about 30 degrees.
Another thing that will help mask the moire effect is to apply a few "small" guassian blurs to the image.
