Does anyone know how to create this graphic?

A few of my friends thinks it was made with 3D Studio Max - is that true?

I dont think it was created with 3D Studio Max. Looks like some random rectangles with some random Photoshop disortion filter.

It could be done in a 3D program, or it could be done in Photoshop. It doesn't seem very complex, so I'm guessing it was done in Photoshop. Just make some shapes, like xchanin said.

To make them glow like that, I'd say switch their blending mode to screen or overlay.
