what exactly does feathering do? ive seen it a lot in tuts but just wondering what specific thing it does

It smoothes and blurs out the edges of selections so it has more of a 'feathery' touch on the outside portion of the selection.

It soften your selection by blurring it (the valaue will have the same effect as the gaussian blurr.... It can be used to delete a portion of an image to make the transition sofert... really usefull in images collage.... You can also automaticly applied a feather to a slection (its an option in the selection tool... I normaly keep this value at one when I do photo editing (it really add a nice touch with no effort at all by eliminating this cut with scissor felling). If you want to experiment try this.... Create yourself a new document (with withe background) Make a selection than feather it hen fill you slection with a color... make this as many as you wish with diferent values...
