Appeal needs attention!

I debated what to do when doing the vote tally. I decided to take a strict interpretation of the rules. MBB didn't actually vote in his post (I told him he's a bonehead). I figgured that ruling would be appealed, which it has been, and you all can decide what to do. If we count MBB's 'intent' to vote (he PM'ed me to confirm), it becomes an 8 - 8 tie.

1) Do we count MBB's vote?

If we allow his dangling chad to count, then we have to decide how to resolve the tie? The precedence last time this happened was that the mods would vote to break the tie; in this case, only pank and tui haven't voted in this particular challenge.

2) Is pank gonna be the neutral country, and make tui take all the heat for deciding who won?

Isn't drama exciting?
