I have a network and would like to know the step by step procedures in order to have the workgroup working.

I am not really sure what you are getting at? Do you mean running PS7 off a network, rather than locally?

The function where it says
FILE->WORKGROUP->OPEN

Did you read the help files and/or manual? It pretty well explains it there. How to start a workgroup, how to use the check-in/out system, setting up local copies,etc....
