What type of art generating program is the best for making this? |

That's a standard Poser Model (didn't even move any of the parts from the default setting), and more than likely imported into Bryce

So can it be done with paintshop/photoshop, or will I have to make it with Bryce?

It can be done in photoshop, if you are a highly skilled 2D artist who can paint very realistically. Probably take days to complete with all that detail. But you'd be better off using Bryce. |
