So if you were to create or re-design a logo for a small business or an independent artist not on a huge budget, what kind of price would you charge?
Would be set up for letterhead, business cards, envelopes, and for web.

I just charged $16 for a logo. Color, b&w, jpg, gif.

well i sell single 8.5x11 images for 30-50 bucks, but thats for single consumers, for a business i think maybe around 30-40 a logo and for cards, but if your doing the printing like i do then charge a bit more, i charge 3 bucks more if im doing the printing and 2 bucks for lamanation, and 10 bucks for matting, and if they want it framed it depends on the frame they want to buy from me...

so ya alot more then 16 bucks

Here's what I charge at work.

Graphic Editing/Creation - $55 an hour
Setting plain text to create letterhead - $15
Color Printing - depends on the paper generally, but it start off at 1.50 per page. We use Xerox Doculor 12's for our color.
BW printing - .07 a page. We use a Docutech 6100 for black and white.

We aren't a huge printer, so I can't say what someone who does actual type setting or raised printing would charge. It would really kick alot of ass if we could do raised printing, but we would never be able to pay for the machine.

i use a Xerox, i think its much like yours, it prints decent, ive printed better once on a GREAT printer at the art institute, i used to print all my stuff there, cus it was cheap and the best around =)

sidez, i believe your right about that law. ive seen that somewhere too, i think on that site about web designers rates or something.
