i know why you can't use them... that is because noone on this planet should use the lensflare filter. It's just illegal...I heard that some people got arrested after using all those filters.

make sure you're working in rgb color space and not cmyk (image->mode->rgb), photoshop won't allow you to use a lot of plug-ins if you're not working in rgb.

well you said stuff like "where can I get it!" and "i dont have it!!!" and stuff like that... It is natural to assume you don't know where the filter is (notice I used the term filter not plugin )

If you want good answers you need to phrase your questions accordingly.

Also make sure you are in 8bit editing mode.
