I have run into a bit of a problem, I recently started to TRY and fix an image only to realize its too messed up for my level of skills to be able to do anything with. So I thought I would post it here and if anyone has some spare time and welcomes a challenge then they can edit it and be kind enough to post it back here. I AM NOT IN ANY WAY MAKING MONEY OUT OF THIS. I've attached the image and as you can see its very blurry and needs advanced sharpening techniques that I just simply don't have at this stage.

I would like to hear your thoughts on this....

Eventually, I wish for a tool that has a good control in the intense,size of the noise and in different key areas.

Guys,do you have any idea? Many thanks.
