How do you make pages fit 800x600 and 1024x768?

How do people make it so that their graphics can fit in 1024 and 800 resolution?

Like this page for example:

Cause I need to redesign my JoeyD page but I need to find out how to do this first.

That doesnt fit in 800x600, it has vert scroll
