How,and in what code would I do this..I have no idea!!!

Ok I want to do something on my website where I have a bar of text that is easy to update and that if I add a new link, I dont have to go page by page updating it...

What code are those done in? Are they done in frames?
If you look at my site right now layinbody.com you can see if I have to add like something in the header I would have to update it on every page and add the hotspots for the image...I need to come up with another layout something like the above sites I mentioned...
