News Scroll problem...

I'm having a problem with my news scroll and I cant figure out what is causing it.. When you try to scroll down it doesnt go all the way down and leaves out some text. Can someone look at the code and try and look for a problem? here is the address http://www.geocities.com/cyppro/newscroll.htm and the last line of text should say 'END OF TEXT' but it doesnt scroll down far enough.. -thanks.. hope that made sense..
