Drop down Menus over frames

Can this be done with those nifty little menus you guys have?
I love them and I want to use it, but I also have frames... can ya help?

in html code.
frame's RPI is higher than layer's RPI.
and layer can't span the frame.
So frame is always on the top of layer.

if you want use drop down menus.
you shoule use iframe tag. and put the iframe inside into one layer.then set the z-index of that layer lower than your drop down menu's z-index.
