CCS scrollbars - on external page

I have CCS colored scroll bars, like the ones to the right.

I have an external link opening in one of my framed sites frames. I have set it to scroll.

How do you set the scroll bars when you have no page to set the CCS, I tried the frame set page, didn't seem to work.

Well if the link pops up a different site that you don't own or manage, then you're shit outta' luck.

try using iframes
