vbulletin drop down menu. How to ?

I would realy apriciate if someone would explain how one would go by creating a drop down menu like vbulletin have.

Is it java css or what ?

I can't really exaplain myself that well... But I think it is DHTML.

A search for 'DHTML drop down menu' in google brought me to this variation...
