How to make an outline like this...

I am trying to make a webpage with the outline in white similiar to this page www.hotclan.2ya.com but i dont know how to at all, i tried to make an image with a white outline but now i have a big box with a white outline just like that page, but i cant put any links or text inside of the box because its one big graphic...can anyone help me?

What you can do is split the image up into several separtate images and put it together using an HTML table, or use an image map. Do a search on the internet to find how to do this.
