That Scrolling thing on the First Page

Hey guys,

You know the Scolling window on the left end side of the site? The first page of www.teamphotoshop.com? THe thing where you put your mouse over the two up and down arrows and see the text go up and down??

Can someone tell me how the HELL pank did that?! lol...

I wanna do soemthing like that too, and i'm stumped.
