Mouse over scroll bar auto move?

Seen some sites in Flash that once you move your mouse over the ^(up) or down arrow, the page will auto scroll up or down.

Besides flash, can this be done thru javascript or DHTML?

Appreciate if anyone could let me know about this.

I got a javascript off hotscripts.com, I think. I'm using it on a couple of sites.
