iframes help

i am writing a page for a friend, and he has drop down menus, and iframes, is there anyway to have to drop down menu over the iframe? http://www.goten6k.com look there to see the site(there is no iframe yet)

Out of an iframe onto the rest of the page, or from the rest of the page overlapping onto the iframe?
