File Permissions On Local Host

I'm running on Windows XP Pro and when i use phpMyAdmin to try to create a new Mysql database....i get the error message saying I don't have permission to access the file db_create.php or something.
I've tried changing the web sharing permissions etc but nothing works. (It's not in my Inet Pub folder, should that make a difference?)

Have you created a user for that database?
