How do I not allow horizontal scrolling and allow vertical?

The thing is, I have this button that opens a new window. The window is a set 640x480 box with no nav buttons. I have 2 frames and I want the left frame to scroll vertically only, but it still sticks the horizontal bar on there no matter how far I stretch the frame.
