Layers?How???

For some reason no matter what I do I cannot get the Layers or Insert Layers to work on Dreamweaver. Do i have to have some preference checked or what???
I am going nuts trying to find out how to do this!!!

um......start with a blank page....click the "draw layer" button and draw a box, simple...insert whatever you want, scale to whatever you want then drag by the square in top left corner
