how do i simulate ripples as if you were to throw a pebble in a pond?

There's an option in the ZigZag Filter that has that exact name.
Choose Filter: Distort: ZigZag... In the ZigZag dialog box, choose "Pond Ripples" from the Style pop-up menu. Now play with the Amount and Ridges sliders until you get the effect you like.
Sometimes, it's just that simple with Photoshop.
