Is there a brush in the shape of lips?

Yeah, you can make one. Find the lips you want, open a new workspace [transparent] approx 50x50 or whatever, not to large tho. Workspace about 72 pixels per inch. Copy and paste lips to workarea, edit what you dont want, I use grayscale as well. Go to edit and define brush, name it eg: lips and then it will appear in your brushes. There is no need to save the original unless you want to. Make any brush that way.

Adobe Studio Exchange also has a lip brush somewhere in the archives, just look in the Photoshop Brushes section.
