How do you create an out line of a circle or any shape as a matter of fact, with out it being filled completely?

You want to use the "Stroke" command.
Draw your circle (or whatever shape) using, perhaps, the Elliptical Marquee tool. Then choose Edit: Stroke... In the Stroke dialog, you'll be able to choose the size, color, and position of your outline.
