scrollbars in flash

Ive seen a few flash movies where they use a scrollbar similar to the windows scrollbar that you can drag the bar or click the arrows. I know how to make the arrows part, and i also know how to make things drag, but how do you tell the movie to change as the scrollbar drags down and not just when you click the arrows?

It's a cool magazine...

They are prette cool in things like Flash, PS or 3dmax...
