scroll bars in dreamweaver

I was wondering how I can build a scroll bar anywhere on the page. What I mean is if I wanted to have a list that you can scroll up and down on without scrolling the page. Is there a way to do this without using frames? The program I'm currently using is dreamweaver so if anyone know's how to do it in that, any help would be appreciated.
