how do i set a background image in DW 4? and also how many pixels wide does the image have to be?

Right-click your page-->
Page properties-->
Browse for your background in the correct box.




What size?

That all depends buddy...640x480?...800x600?...1024x768?....

Dreamweaver 4 has it built-in to tell you how big to do it compared to what screen resolution you are designing for...but there are a great many arguments and theories regarding what you want to do, but I do not have the time to speak them here since I'm not home, nor even at my desk at work. I am somewhere where I should be doing something other than being here.
