That would take massive amounts of time when you could just film real clouds and stick the video loop in flash.

its a *.mov u open it in premiere delete every 3rd frame (u need around 20 in the end) then import it into a movieclip ->in the beginnin and the end set alpha of this movieclip to 0
do it twice and u got the followin effect...
