blownout whites... brightlights

could someone point me to a tutorial that shows me how i can do that thing most of you do

i really like the explosion like.. blownout white.. like some bright light is shining though some parts of the picture..

This could be more appropriate in the basic questions forum...

Try this: make a new layer and paint some white spots with the airbrush tool, then change the layer blending to Overlay.
