animation/flashing text on ps 6.0

How do you make pictures flash (as in go from one picture to another) and make text flash?

I went under help on the photoshop program and it told me about an animation pallete and a layer pallete but they're no where to be found in Any of the menus.......... :o/

for animated GIFs, use ImageReady.. I guess 6.0 has it..yeah.
There you´ll find the palettes you need.
