a few newbie questions

hm.....i also found that u can use ACTIONS ...and apply shortcut keys...but they are restriced to the F2 to F12
some one tell me this:


leaving tha background layer, the rest two layers...what does this mean? why cant i have a normal layer? and when i make a circle...it wont let me change the color!!
