I used a plugin way back to do this, glitterboo seems to only do none mobile sparkles. The plugin was name sparkle something or something sparkle. I don't recall exactly.

I did a google search for 'animated "sparkle" plugin photoshop' using search tools and selecting paste year. There are some youtube tutorials and a few brush packs and plugins for download

What you could also do is download some brushes and just draw each frame.
