Cannot Access Tools

When I pulled up photoshop today, I was unable to access any of the tools. After pulling up a pic, the only item on the screen was the "hand tool" and it had no function. When I tried to access each of the other tools from the left panel, none would come up. Never had this happen before. Any ideas? Thanks.
