Noob seeks help. Prize=1 cookie ;-) (elements)

Hello everyone,

What I'm trying (and failing) to do here is this...
I have a picture of me in a very dramatic action pose, and there are parts of the picture I want to have colored in a very specific way.the color is basically a random pattern of splotches of a few colors. I have this color on another layer, the same size, so how would I go about...mixing them in some places but leaving most of the photo intact?
