Suggestion To GET start designing....Anyone?

Hey! i am new to Photoshop, and probably web designing....

But, Where should i start learning Photoshop?? What skills should I obtain??

And don't just jump into the tuitorals, at least start with mastering the tools, because then the tuitorals will be much easier to follow and understand.
