help with light rays

hey could some one tell me how they acheived this effect:

the only part i want to know about are the thin rays of light extending from the center. Thnx in advance

Just use the Radial Blur filter, and set it to zoom.

You'll want to have some random splotches of color on your layer first. Then you'll get that effect.
