It's like a tatty, dirty old magazine decaying effect. Lot's of textures

Any ideas how I might go about getting that effect or are there any tutorials about?

looks like some ocean ripple ... doesn´t look too complicated. Try out some filters that go in that direction and mess around with your eraser and lightning
