Resizing image makes them blury

I took a image that was 530 width and 800 height and resized it to 460 witdh and 90 height but it makes the image real blury and out of focus why? Can this be fixed

try increasing the color depth of the image before you reduce it....and if its a .gif I'd do a "save as" .jpg and resize that file.
